Can I transfer from a fostering agency to my local council?

Transferring to local council - Fostering

Yes, you can. You’ve already made a difference by fostering, so if you’re looking for a fresh start, more local support or simply want to explore your options, you have the right to make a change.

Our friendly team are here to help. You can ask us questions, talk through your options and find out more about fostering with your local council.

“We moved to our local council from an agency. The process was transparent and smooth, and we felt completely supported throughout the application and information-gathering stage. We were supported by our allocated social worker, through panel and by the Foster with us team.”

(Carol, foster carer who transferred from an independent fostering agency)

What are the benefits of transferring to my local council?

Every foster carer is different, but transferring could give you access to:

Dedicated local support

You’ll have a friendly, experienced team close to home. Our teams include people from different professional backgrounds, as well as experienced foster carers who understand what fostering is really like.

Training and development

You’ll have access to training and learning opportunities to help you build your skills and feel confident as a foster carer.

Personalised matching

You’ll work with your social worker and children team to find placements that could be a good fit for you and your family.

Make a difference locally

You’ll be helping children and young people in your local area. As your local council is not-for-profit, money is put back into supporting children and young people.

What do I need to transfer?

If you want to transfer to your local council, you will usually need to have a spare bedroom for a child from that local council or already be caring for a child placed by that council.

It can also be helpful to ask your current agency for a copy of your Form F assessment. This can help make the process more straightforward.

If you’re not sure whether you can transfer, just get in touch. Our team can talk through your circumstances and help you understand your options.

Will my current fostering agency know if I contact you?

No. Your first conversation with us is confidential. Your current agency won’t be told when you first make an enquiry. You can ask questions and find out more about transferring without committing to anything.

If you decide you want to go ahead with a transfer, your current agency will then need to be involved as part of the transfer process.

How does transferring to my local council work?

If you decide to transfer, there are some steps you’ll need to go through.

The Transfer of Foster Carers Protocol, created by The Fostering Network, helps fostering services manage transfers fairly and clearly. It also makes sure the needs of children and young people are kept at the heart of the process.

If you already have a child placed with you, their needs will also be considered as part of the transfer.

How long does it take to transfer fostering agencies?

The application process can take around 4 months, but there isn’t one set timescale for every transfer.

It will depend on your situation and the steps that need to be completed. If you already have a child living with you, their needs will also be considered as part of the process.

Our team can talk you through what to expect and answer any questions you have.
